Rental apartments in Kokkola

Housing guides and criteria

A suitable home makes everyday life safe and stable as you age. When the living environment is designed to be accessible from the outset, many daily challenges are eased. An accessible home has no high thresholds that pose tripping hazards, and doorways are wide enough to move effortlessly with a rollator or other mobility aids. An accessible home supports the resident's independence and self-reliance for as long as possible.

In the Tampere and Turku regions and their surrounding municipalities, modern rental apartments designed for seniors are available. Central locations and carefully planned spatial layouts make life easier. State-subsidized apartments are in particularly high demand, with resident selection subject to statutory criteria based on the applicant's life situation, income, and housing need.

What are Varke senior apartments and who are they intended for?

Varke apartments are state-subsidized rental homes whose resident selection complies with statutory regulations. The abbreviation Varke refers to the Housing Finance and Development Centre of Finland (Varke), which replaced the former Housing Fund of Finland (ARA) starting in March 2025. These homes provide affordable, secure, and high-quality living. In senior properties, spaces are specifically designed to support functional capacity and ease daily chores.

Most properties designated as YH Kodit senior rental housing are intended for residents aged 63 and older. Meanwhile, some of our newer senior properties are not subject to such age or wealth limits, having an age recommendation of over 55. In state-subsidized senior apartments, resident selection is influenced by the applicant's housing need, income level, and assets. These criteria ensure that homes are directed to those who need them most.

Official resident selection limits

Maximum income limits apply to some state-subsidized rental apartments. For example, in a single-person household, gross income can be at most 3,540 euros per month. When assessing assets, the applicant household's total combined wealth is considered, such as real estate, housing shares, and savings, minus any debts.

According to guidelines from the Housing Finance and Development Centre of Finland (Varke), wealth is evaluated at its fair market value at the time of application. If the applicant has sufficient assets to acquire an accessible apartment meeting their needs on the non-subsidized market without state support, this may affect their eligibility. These criteria ensure that public support is targeted to those who need it most.

How does the application process for an accessible senior apartment proceed?

Applying for an accessible apartment is straightforward. With a little preparation, you can ensure that all necessary attachments and details are ready for decision-making. The application process generally proceeds as follows:

1. Completing the application

Fill out an electronic housing application on the YH Kodit website. You can add multiple properties of interest to the application at once. Describe your current housing situation and clearly justify the need for an accessible home.

2. Submitting attachments

For resident selection, you will need verification of household income and assets, such as a pension statement and a pre-completed tax return with specification pages. For properties applying specific criteria, a statement from a physician or healthcare and social services professional on the need for senior or accessible housing is also required.

3. Reviewing the housing offer and viewing the home

When an apartment matching your wishes becomes available, we will send you a written housing offer. The offer does not commit you to anything yet; you will get to view the new home on site before signing the lease agreement.

In senior properties, the main focus is on effortless everyday life. Typical features of an accessible apartment include solutions such as:

Step-free access routes

Easily accessible kitchen cabinets

Raised toilet seats in bathrooms

Door entry intercom and automated security systems

Accessible building with elevator

When the time is right to transition to easier living, you can explore the available properties in more detail. You can easily find available and open senior apartments on our website. On the site, you can explore offerings across different areas and submit a housing application online right away.

Different senior housing options at YH Kodit

Our diverse offering covers different life situations and preferences. When searching for a new, easy, and accessible home, you can choose between our two main forms of rental housing or explore the opportunities offered by right-of-occupancy (ASO) apartments.

1. State-subsidized Varke senior apartments (for over 63s)
These apartments are primarily aimed at individuals who have turned 63 and have a medical or social need for accessible housing. Because these are state-subsidized homes, resident selection follows statutory regulations evaluating the applicant's housing need, income, and assets. In this case, an account of health status or a healthcare and social services statement regarding the need for senior housing must be attached to the application.

2. Our newer senior rental apartments (for over 55s)
If you want to anticipate future years or are looking for an accessible home without strict criteria, our newer senior rental homes are an excellent choice. These properties are not subject to statutory income or asset restrictions, nor do they require statements regarding housing need. The recommended age for these apartments is over 55, making them a flexible option for active seniors.

3. Right-of-occupancy apartments (ASO senior apartments)
Right-of-occupancy living is a stable and secure option between renting and owning. You pay an initial right-of-occupancy fee (15% of the apartment's acquisition cost) and a monthly residence fee during occupancy. In our ASO senior properties, the age limit is usually 55. To apply for a right-of-occupancy apartment, you will need a queue number from the Housing Finance and Development Centre of Finland (Varke).

Ease of living and daily functionality in senior properties

The starting point for designing our senior properties is always the resident's smooth everyday life. Located in the Tampere and Turku regions, these accessible homes provide the opportunity for independent living along good transport links. With grocery stores, pharmacies, and healthcare services close by, daily errands can be managed effortlessly on foot or with mobility aids when needed.

The functionality of our buildings is reflected in small yet important everyday details. Elevator access directly from the main entrance to residential floors saves energy and makes carrying groceries easier. Many of our properties also feature communal lounge and club rooms that provide a natural setting to meet neighbors, adding a pleasant sense of community to living.

Contract terms and flexibility: What is good to know before moving?

Once a suitable home is found, the next step is signing the lease agreement. In YH Kodit rental apartments, agreement terms are clear, fair, and secure. Flexibility is essential, as life situations and service needs can change quickly as one ages.

Our lease agreements are open-ended without a mandatory fixed-term commitment for the first year. This provides peace of mind and flexibility for the resident, as you can vacate the apartment flexibly if your life situation changes, without worrying about contract penalties or other extra costs.

Security deposit One month's rent

Notice period 1 full calendar month

Our agreement terms are clear and easily predictable. The security deposit equals only one month's rent, which simplifies financial planning during the moving phase. The termination notice period for the lease is one calendar month, calculated from the end of the month during which the written or electronic notice of termination is submitted.

Getting settled and enjoying everyday comfort are also enhanced by several practical benefits:

Pets are welcome

No 12-month commitment period

Broadband connection (50 Mbps) included in rent

Pets are cherished family members and life companions for many, and they are warmly welcome in all our homes. It combines the ease of renting with the stability of home ownership. Especially in growing urban centers like Tampere and Turku, right-of-occupancy apartments are a popular choice as they adapt flexibly to different life situations and changing everyday needs. Getting an apartment is based on a statutory application process that always begins with obtaining a national queue number.

What does right-of-occupancy housing mean in practice?

When moving into a right-of-occupancy home, you pay a one-time right-of-occupancy fee, which by law is 15 percent of the property's original acquisition cost. The rest of the construction costs are financed by a state-guaranteed loan granted to the housing company. Instead of buying the property outright, the resident receives a lifelong and strongly protected right of possession. The monthly fee (maintenance charge) is determined on an at-cost principle, keeping it reasonable and often below the local market rent levels for private rental housing.

A major benefit of right-of-occupancy housing is financial stability and low risk. Since you don't need to tie up capital in a mortgage for the full value of the home, funds are freed up for other needs in life. The model effectively protects the resident from real estate market fluctuations and interest rate risks. When you decide to give up your home, the right-of-occupancy fee is refunded to you, adjusted by the building cost index, meaning your invested capital preserves its real value.

Ending your tenancy offers clear predictability, as the notice period for terminating a right-of-occupancy apartment is three months starting from the date the written notice of termination is received. This statutory period gives the resident sufficient time to arrange their next steps. Traditional rental apartments follow a different schedule: for example, at YH Kodit, the notice period for rental apartments is one full calendar month, calculated from the last day of the month in which notice is given. If a lease agreement is terminated during June (even on June 1st), the tenancy and payment obligation end on the last day of July.

Important information on contract terms

For right-of-occupancy apartments, the notice period is always three months from the day the written notice is received. For YH Kodit rental apartments, the notice period is one full calendar month, starting from the end of the calendar month in which notice is given. The security deposit for rental apartments equals one month's rent.

Step 1: Get a national queue number

Applying for right-of-occupancy housing is based on a single, shared nationwide system. Thanks to this reform, applying is more straightforward, as you can apply for homes across Finland using one single number. Queue numbers are issued centrally by the Centre for State-Subsidised Housing Construction (Varke), which manages the online service and registry. This system replaced the previous municipality-specific numbers, which expired at the end of 2023, making the application process fairer for all applicants.

The queue number obtained from Varke is valid for two years from the date of issue and cannot be extended. If your housing need continues after two years without finding a suitable home, you must apply for a new queue number from the register. The number is personal, but it covers the entire household's joint application, as one applicant household can only hold one valid number at a time.

Queue number fee€9.20

Validity period2 years

Issuing authorityVarke

Obtaining a queue number is an essential step before submitting a housing application, as the number is linked directly to your application. The queue number determines the priority among applicants when multiple people are interested in the same available home. The applicant with the lowest number receives the housing offer first.

Before filling out a housing application, it is recommended to review the detailed application instructions. You can find a comprehensive, step-by-step guide on our website about applying for a right-of-occupancy apartment.

Once you have obtained your national queue number and are looking for a new home in the Pirkanmaa or Southwest Finland regions, you can start browsing our up-to-date listings. You can easily find available homes on our online service, where you can search for, for example, available and upcoming right-of-occupancy apartments in Pirkanmaa.

Step 2: Find a suitable home and submit an application

After receiving your national queue number, you can begin searching for a right-of-occupancy home that suits you. Our selection includes homes of various sizes and types in prime locations, particularly in the Tampere and Turku regions as well as their neighboring municipalities. You can apply for both immediately available homes and modern new developments currently under construction.

The housing application is completed online on YH Kodit's website. You enter the valid queue number received from Varke along with your preferred areas, properties, and building types. Submitting an application does not obligate you to accept an offer; it serves as an official expression of your interest in available homes.

Step 3: Housing offer and tenant selection criteria

When the properties you have applied for become available, they are offered to applicants in order of queue numbers. The applicant with the lowest valid number receives the offer first. If the first applicant no longer needs the apartment or declines the offer, it is passed on to the applicant with the next lowest number.

Tenant selection is subject to statutory conditions that are always verified before signing the agreement. Applicants under 55 years of age are subject to asset limits. At the time of application, the applicant or a family member moving with them must not own a home in the same area that corresponds in size and quality to the property applied for, nor possess sufficient wealth to finance a similar home or repair an owned property. Wealth includes, for example, real estate, shares in housing companies, investments, and mutual funds. The asset limit does not apply to applicants aged 55 or older, nor to individuals switching from one right-of-occupancy home to another.

Right-of-occupancy housing has no income limits, which distinguishes it from some other forms of state-subsidized housing. In state-subsidized rental housing (known as Varke or ARA rental apartments), tenant selection is subject to strict limitations regarding both income and wealth.

Comparison on tenant selection limits

Unlike right-of-occupancy housing, state-subsidized Varke rental apartments are subject to statutory maximum income limits. For example, for a single-person household, the gross monthly income may not exceed €3,540. In Varke rental homes, the applicant's economic and social housing need as well as their asset situation are always assessed.

Everyday living and digital resident services

After signing the agreement, your everyday life is supported by our digital and personal resident services. How to apply for right-of-occupancy apartments? Here's how to get a queue number and find a home

Renting your first home is a big step toward independent living for many students and young adults. However, a rental agreement should never be signed in a hurry. It is important to read it carefully and understand its terms. By checking the key details in advance, you can avoid unpleasant surprises and make a well-informed decision.

Check the Rent and Other Costs

The first thing to find out is the amount of the rent and what is included in it. For example, are water, electricity, internet access, or a parking space included in the monthly rent, or are they charged separately? You should also check the rent due date and any late payment fees that may apply.

Understand the Length of the Agreement

A rental agreement can be either fixed-term or open-ended. A fixed-term agreement usually binds both parties for the entire agreed period, while an open-ended agreement can be terminated according to the law and the terms of the contract. Make sure you understand what type of agreement you are committing to.

Review the Security Deposit

Many landlords require a security deposit to cover possible damages or unpaid rent. Check the amount of the deposit and the conditions under which it will be returned at the end of the tenancy. It is also important to keep a receipt or proof of payment for the deposit.

Inspect the Condition of the Apartment

Before moving in, inspect the apartment carefully. Make a note of any scratches, dents, stains, or other defects, and take photographs of them. This can help prove which damages already existed before the tenancy began. Also ensure that appliances, taps, lights, and other essential features are in good working order.

Explore the Surrounding Area

A home is more than just its four walls. The surrounding neighborhood also affects your quality of life. Find out whether there are nearby grocery stores, pharmacies, health services, libraries, and other facilities you may need in everyday life. Students should also check the distance to their educational institution and the availability of public transportation.

If possible, visit the area at different times of the day. This will give you a better idea of whether the neighborhood is peaceful and safe in the evenings as well. You may also want to investigate parking availability, cycling routes, and green spaces if these are important to you.

Read the Agreement Carefully

Always read the entire rental agreement before signing it. If any part of the contract is unclear, ask the landlord for clarification. Pay close attention to terms related to pets, smoking, home insurance, renovations, and subletting.

Understand Your Rights and Responsibilities

Both tenants and landlords have their own responsibilities. Tenants are expected to take good care of the property, pay rent on time, and report any issues or damage without delay. Landlords are generally responsible for maintaining the property and handling major repairs. When both parties understand their responsibilities, misunderstandings can often be avoided.

Conclusion

Signing a rental agreement is an important decision and deserves careful consideration. By checking the rent and additional costs, the duration of the agreement, the security deposit, the condition of the property, the neighborhood, local services, and the contract terms, you can make a confident and informed choice. Careful preparation will help you find a home where everyday life runs smoothly and where you can begin this new stage of life with peace of mind.
