Varke and ARA Rental Apartments: A Complete Application Guide and Eligibility Criteria

Finnish housing policy is shifting, and for many people looking for a home, terms like ARA and Varke apartments can seem confusing at first. In practice, these are rental homes built or financed with state support, with the goal of providing quality, secure housing at a reasonable price. YH Kodit is a major provider of these homes, particularly in the Tampere and Turku regions, where demand for stable housing continues to grow.

Varke apartments (Stable Rental Homes) and traditional ARA properties are often located in prime parts of the city, close to services and transport links. Because the construction of these homes has been supported with public funding, their rent-setting is governed by the cost-price principle. This means rents are kept as low as possible — residents are only charged the actual costs of managing, financing, and maintaining the property.

What does state-subsidised housing offer tenants?

State-supported housing doesn't mean compromising on quality. On the contrary, the properties managed by YH Kodit meet modern market standards in terms of fixtures and fittings. Residents enjoy contemporary floor plans, quality materials, and often energy-efficient solutions that keep living costs down over the long term.

One of the biggest advantages is the flexibility and predictability of the tenancy. Unlike many private landlords, YH Kodit does not typically require fixed-term commitments. Tenancy agreements are open-ended, giving residents the freedom to respond to life changes. The notice period is the statutory one calendar month, and there are no penalty fees.

The apartments suit a wide range of life situations. The selection includes compact studios for students or those relocating for work, as well as spacious family homes. Pets are welcome members of the household in almost all YH Kodit properties. In practical terms, affordable rental apartments offer residents peace of mind: no fear of the property being suddenly sold from under you, or of unreasonable rent increases.

Tenant selection criteria: need, income, and assets

Because demand for Varke and ARA apartments is high and these homes are supported by public funds, tenant selection follows official guidelines. The process is not simply first-come, first-served. Instead, decisions are based on social suitability and genuine financial need.

Selection criteria fall into three main categories:

1. Housing need Considers current living conditions, urgency, and changes in household size.

2. Income level Statutory gross income limits based on household size.

3. Assets The applicant's level of assets relative to the apartment on offer.

Income limits in detail
The state-set income limits came back into force at the start of 2025 (with a partial pilot running earlier). The thresholds are designed to ensure that homes go to low- and middle-income households. The assessment is based on the monthly gross income of all household members aged 18 and over.

ARA income limits (example 2025)

  • Single adult: €3,540/month
  • Two adults: €6,020/month
  • Child supplement (under 18): +€650/month for the first child, +€350/month for each subsequent child.

Note: Housing benefit and child benefit are not counted as income.

Asset limits
Tenant selection also takes the applicant's assets into account, such as owner-occupied properties, shares, or other realisable savings. If an applicant has sufficient assets to obtain comparable housing on the open market without state support, they may not be selected. Location-specific asset limits vary, but the general principle is that the applicant must have a genuine need for affordable rental housing.

How the application process works: from application to new home

The process always starts with an online application. It's important to fill it in carefully, as it is the primary source of information for the specialists carrying out the tenant selection. You can apply for several properties at once, or select a specific area in Tampere, Turku, or the surrounding municipalities.

When submitting your application, make sure to explain your housing need. Valid reasons include:

  • Starting a new job in a different city.
  • Poor condition or high cost of your current home.
  • Change in household size or the end of a relationship.
  • Moving out for the first time and looking for your own place.

You can browse current listings and submit an application here: Available rental apartments in Tampere and Turku. Applications are valid for three months at a time and can be updated whenever needed.

Important: Gather your documents in advance

You don't need to attach documents when submitting your application, but they will be verified before the tenancy agreement is signed. Have the following ready: pre-completed tax return, payslips or documentation of pension or benefits, and any relevant information about the sale or value of assets.

When you are offered an apartment, you'll be notified by email. You'll then have the opportunity to view the property in person or through photos. If you accept the offer and provide the required documents that match the information in your application, the tenancy agreement can be signed electronically.
